Quite common on huge frames like this. They can get soft and wiggly so an extra tube is put in to stiffen them up! Hence why big bikes are sometimes referred to as gates

Well it’s an English roadster or sport roadster built for a tall person.
I believe that it may be a Raleigh as it looks a lot like some of the other frames I have of that make.
I think the front fork isn’t original the colour is wrong it looks different from the rest of the frame.
Those protrusions on the down tube are for an air pump.
I’d guess this frame is mid 60’s maybe around 64.

Just be aware that 26″ might not mean the 26″ MTB wheels you’re thinking of. For older frames it might mean 650c or 26 x 1 3/8 or some other arcane obsolete size.
