Edit: *but you may want to apply some touch-up paint to prevent any corrosion from forming.*
No big deal, but how are you getting so many gouges in that particular spot?

That paint is non-structural.
Worry less and ride more!
no biggie, especially for an aluminum frame. I would clean the area with a isopropanol soaked rag, and then when it dries apply a few coats of clear nail polish. Alternatively, you could forget about it and never know the difference.
Looks like just chipped paint.
