Assuming it's new cassette/chain time soon, bike chain skips/jumps, but only in the second lowerest gear and only under hard pedalling, all other gears are absolutely fine, have re done cable tension limit screws and indexing changes gears lovely and smooth, and it's great in every other gear under strain etc just the one, so is it new chain/cassette time time? Thanks pic of bike for tax 😂

It’s unlikely that chain skips are caused by a worn cassette *if the chain is equally worn*. You don’t mention *anything* about the chain, how worn it is (use a good chain measuring tool like the Park Tool CC-4.2 (or any other chain checker that actually accounts for bushing/roller slop)), or if it’s the same age as the cassette. So we can only speculate blindly.
