Sorry in advance for any confusion, I’m very new to bikes and don’t know all the terms.
I got this bike used and was replacing the tubes. I didn’t pay attention to how the chain was set up, but when I went to put the wheel back on, I noticed the chain runs outside this tab thing, rather than inside along the gear. The gap is too small to put the chain back in.
In the third pic it looks like some wear on that tab. I’m guessing this isn’t correct? Is it possible the previous owner ran it like this for a while?
How do I go about putting it back in?

No.
But it’s so annoying when you do that.
In a word, no. Spilt the chain and refit.
The only parts of a derailleur cage that a change should touch are the jockey wheels.
Sorry didn’t realise you’d actually asked more questions.
Break the chain and then rethread it.
Very possible they rode it for a bit
Easy enough fix if the chain has a quick link. Break there and rethread. I’d inspect that tab for wear after you do so and because of the difference in tension now you might need to mess with the B tension on your RD now.
You have to undo the chain and reroute it properly. There are a ton of videos (park tool) to show you how to do this.
you dont need to undo the chain just remove the bolt of the pulley with a 4? mm allen key then you can move the cage around and align the chain properly
Judging by that amount of wear on that tab, the previous owner rode it like that for quite a long time
