Jackets are more about comfort than aero. This looks like a reasonable choice, balancing wind protection, water repellant, and being a reasonable fit plus packable.

In my experience these kind of jackets are always a bit roomy. You want to wear it over 1 or even multiple layers after all and the fabric is not as stretchy as a jersey so results is some room in the jacket. I am 1.86 74kg (6.0, 163lbs) and my size S PNS stowaway jacket leaves room as well around arms although a bit less than yours.

For me this would be too lose. I would find it way too flappy when riding fast. It is ok for people to like different fits though.
