If you need the saddle that low for the bike to be rideable, your frame is at least, if not several, sizes too big for you…
On the bike like this with a drop bar geometry, the saddle should not be below the bars. Unlike, say, a beach cruiser or city rental bike.
Also, even at the correct saddle height, you should not be able to touch the ground whilst sitting on the saddle, if that was your reason for lowering it that much.
