Tap on the area with a coin. Is there a different dull noise around the crack? Carbon should sound sharp and twangy when tapped. That strand that’s sticking out is just a torn thread from the casing of your tire. Tbh if there’s no different noise I’d ride it. Looks like it could very well be a clear coat superficial ding

I have dings like that in my wheels. I don’t think they’re cracks, rather a bit of the top layer chipped off. Ridden thousands of miles with them and no issues.
Might affect the aerodynamics tho lolol

looks ok. maybe tap around it with a quarter and see if the noise it makes changes. It will be pretty obvious if you have a crack.

I think some people may be confused by the string and its shadow? The ding in the rim looks like mostly a paint chip, with some carbon surface marring.
I’d take the wheel off the bike and take the tire off. See if there’s damage going through the rim wall—if so, it’s toast. If not, I’d tap on the area with a coin a bunch. If it sounds solid I’d ride it.
I won’t tell you to ride it—that’s a choice you have to make for yourself. But I’d probably ride it. Especially if it’s the rear wheel.
