I have a friend looking to buy a mountain bike for cross country riding and was offered to buy this for $1600. I don't know enough about bikes to say whether this is a good deal. Is it?
Looks rapid. Yeah – I’d say it’s a good deal, wheels alone would go for close to $1600 new. The groupset is very nice as well.
Edit – if you are just getting into MTB maybe skip this one. It’s fragile, very aggressive position, and replacement costs are going to be very expensive.

Depends on your use, if you’re going to be a cross county rider that doesn’t do a lot of downhill then sure, give or take $200 or so.
