You’ll either need a new rear triangle or strip the bike and send it off for a repair (just search carbon bike repair near you).

Id say reach out to a carbon repair specialist. They can tell you way more than anyone here can through a couple photos. Looks like it’s a lot of paint damage, and maybe a layer or two of carbon to me.
But I’m also no repair specialist, so don’t take my word as bond

Looks cosmetic to me, but can not tell 100% from the photos. I’ve ridden bikes with similar damage for years with no failures.
