  1. For $350 and a first bike I would certainly say so.

My “good” bike isn’t as nice as this and I got it for a similar amount.

  2. I think so. I got a sportif 2.1 2013 for 250, and its a great bike for the price. I think the 1.3 is a higher spec, so if the frame fits you I would think its a good price.

Absolutely not worth $350, do not buy it for that. Even if it appeared to have never been ridden I doubt $350 would be a fair price. Also to note: those tiagra shift levers have awful ergonomics. I rode them for years and the single best upgrade I made was ditching them.

  4. Looks in good shape and discs are a plus. If it’s well tuned, shifters and brakes work well I’d say go for it.

Well, yeah technically it’ is worth it and it looks to be in good condition, **but** the Tiagra group set is pretty low tier and those disc brakes are mechanical. So you get all the downsides of disc brakes but non of the benefits. At least you have the chance to upgrade at some point if you manage to find 10 speed hydraulic Shifterlevers (Tiagra ST 4725 for example) but that would cost you another $300.
