Most bike shops will have a bunch of bells and reflectors being thrown away. The band off these is perfect for spacing a clamp like this.
Have you tried using more tube? It looks as though you just have a lot of space to fill between the handlebar and the mounting clamps for the light.
Out of curiosity, what were those clamps originally intended to fit?
I’ve 3D printed replacement clamps for applications like this. PETG with the right print orientation can be seriously strong and tighten with M3 or M4 bolts. I’ve had a few on the bike for a couple of years without any signs of degradation.
Electrical tape
You can cut a strip out of a drink can to make a shim and it’ll colour match the bars a bit better
Look up shims. Lots of accessories come with them to fit different bars, but you can also buy them on their own. Much more elegant than what you’re doing now.
Not an answer for your light, but double check your stem is in far enough to be past the minimum insertion point. It looks high and I can’t tell from the video, but if it is too high it could fall off, which would be bad.
Cat Tounge tape is water proof and stronger and grippier.
