bottom pulley wheel is jumping/stopping when i try to turn it.
i noticed some weird sounds when riding this morning.

Bad grease in the bearings. You could replace it but it shouldn’t be an issue. It will just have more friction this Watt loss but you should be fine if you wanna ride it.
Plan to replace in the coming months so you don’t damage the axle too much.
105 rear derailleur comes with bushings in it, which aren’t very free turning but do the job fine. I suspect you’ve got dirty bushings (happens to the best of us), pop the cage apart and give them a clean and a lube.
Alternatively, it’s a cheap upgrade to buy some pulley wheels that have bearings, and they spin much more freely.
