I have done a complete service of my sram brakes but only one lever feels good the other one sticks and doesnt return. Both are dry inside. Is it normal and will it be better when they are bled?

The guides are known to do that. You will need a rebuild kit. It is because the pistons in the lever expand and rub against the wall. Happens in hot weather. 
I gave up on these as the rebuild process is annoying and did not work for me. I installed a new code R.
