Sorry if this is a silly question I’m very new to this but I’m doing some small steps to convert this beach cruiser into a bmx style bike. I was wanting to run pegs on the current axle but I don’t have enough threads.
Is it possible to remove those nuts on the inside of the frame and safely ride the bicycle? I wasn’t sure if they were acting as a spacer or if I can add thinner nuts to run the pegs or completely remove them.

Those nuts are what hold your bearings in place. You need a longer axle.
I’d also be pretty concerned about a beach cruiser holding up as a BMX. Those wheels were built to a spec that I doubt includes anything so much as a bunny hop.
You could replace the axle nuts with steel foot pegs
I would put toothed lock washers next to the frame
