Those forks look like they are cracked and are a safety concern. Slight frame rust isn’t an issue yet, but may want to look into applying rustproof sealant inside the frame

I don’t know for a classic steel frame but I have the previous Tutto+ version and it rust a lot when it’s rainy, almost the same spots.
I’ve ridden it for 2 years and never had an issue so I guess it’s just a question of cleaning it after wet rides + a little wd40 on these spots after the cleaning.
