I feel like the chain and pedals are a good place to start. I really dislike those nylon/rubber pedals, even if they’re period appropriate. From the one picture I can see the front tire clearly, it looks fine, so I’m assuming the rear tire is fine too. That chain looks like it needs serious cleaning and lubricating, if not outright replacement. Get the brakes and cables looked at as well. Outside that, everything else seems cosmetic.
Then again, I’m pretty awful at bike maintenance. Maybe don’t listen to me.

Honestly, I would completely disassemble that, check over carefully, then start on the finish. Two choices: attempt to clean up & restore the existing pain job, or strip & repaint it.
After that, it depends on whether you want to restore it to original or build it up to use. I would make different choices between those.
