Just changed my shifter cables for the first time. They were shifting fine just before the cable broke a week ago. Took the covers off but didn't have time to install the new cable until a couple of days ago – just covered the bike with a waterproof cover.
Think I've got it right and tightened the cable. When its tighter, it'll shift into third gear, but the shifter won't do anything.
Many thanks for any help.

Your vid doesn’t show the rear mech! ¯\_(ツ)_/¯
Id bet the cable isn’t even close to tight enough, try reseating the nut and really pulling hard on the cable. Also I think (haven’t done this before) but it has to be in either the highest, or lowest gear when doing the cable because of the tension only needs to go one way. Wait for other responses before doing this however, since I’ve never had this issue before.
I’m thinking you didn’t tension the cable in the right position. Try loosening the cable nut at the rear derailleur – it should settle into the smallest cog. Then make sure your shifter is in the highest gear. Then, at the rear derailleur, pull the shift cable tight and remove any slack. The tighten the cable nut again. See if it shifts and then fine tune with the barrel adjuster.
When you did this to ensure the cable is slack at the following points before clamping down
– ensure it is in first gear. This is the most slack position (usually yes, it defaults there to get the cable out unless forced out some other way)
– check your barrel adjusters at shifter lever and RD. Ensure they are turned as far in as possible then turn about 1-2 full turns the other direction.
– ensure cable housing is all in their cable stops. This is common to miss even for brakes
– ensure nothing is in the path of the cable like straps etc
– grab needles nose pliers and pull the cable taught but not super tight. Then lock cable down and test
