
Mounting Dimensions are all correct. Distance between axis center of wheel and flat mount mounting holes (23.5mm and 93.5mm). Also flat mount seems to be right and has the same mounting holes as the Shimano flat mount. Rotor is exact 160mm. What am I missing here. Are there custom made flat mounts available with e.g. 5mm offset?

I know the adapter says this way up, but if you flip it upside down does it fix it?
Also I’m not a roadie so far removed from this new flat mount tech, I got classic post mount on my hardtail.
Might be wrong but is that a spacer under the adaptor and is it needed?

Probably your for is for 160mm without Adapter?
Why do you say pads are missing the rotor? Is there a portion of pad material that overhangs the outline of the rotor (meaning it doesn’t get used up and leaves a lip). That would be a bad scenario but it’s not something we can see from photos – you should check for that.
Other than that the visibly unused portion of rotor brake track is explained away by combination of wide rotor and narrow pads (two shimano standards https://www.reddit.com/r/bicycling/comments/15wca29/disc_brake_rotors_brake_surface_height_160mm_isnt/).
I see there’s a spacer on the top bolt – shouldnt this be flush flat on the fork? that slight angle may account for the pads not completely covering the rotor.
Since the photo says “Wheeltop” and a Shimano rotor is visible, I’m inclined to believe that you’re switching from a Shimano system to a Wheeltop EDS. In that case, you can use the Shimano calipers with the Wheeltop shifters.
Can you use a 140mm adaptor instead? My front disc is 160mm but for some reason I have to run the adapter in the 140mm direction to get the correct disc contact.
That seems like a rear brake caliper on a fork. Because have are you supposed to loosen the adjustment screws on the underside of the caliper. Which lever is that caliper going to right now?
Edit: I realize my line of questioning seems absurd but I can’t really see that the brake adapter is slotted for as much as 5mm of lateral adjustment.

I had an issue similar to this. I had to use the 140 mounts even though I was using 160 discs. Made no sense….
Can you try a Shimano adapter? Will they fit the caliper?
Are the pads the right dimension and are centered on the piston?
It might be the perspective of the photo, but the piston cover looks kinda centered on the disk’s braking surface.
