Not just dried sealant you can clearly see sidewall damage. Start making plans for a new tyre that one may get you by for a short while but sidewall damage is almost always terminal for the tyre.
Might be worth bearing in mind that amberwall tyres like that may look good and be slightly lighter than blackwall but the sidewalls are noticably more fragile

You can patch it from the inside I’ve also done this on my bike and it’s holding up fine

The walls on these terrenos are pretty fragile.. had the exact same thing happen to me. Try and get a replacement, I found mine leaked constantly when out riding due to constant flexing of the sidewall.

Replace the tires, structurally are damaged.

Put some liquid electrical tape on it. It’ll be fine. This ain’t a car.
