I see a nice big gap on the chain side. Also take those washers out between the peg and the dropout. You want those pegs sitting flush with the dropout.
Your axel is probably just misaligned in the dropouts. Loosen the nuts and center the wheel, it helps to leverage a pedal wrench or wedge against the tire to keep tension on the chain, then tighten the nuts.
Get a spoke wrench and straighten it up.
Either the wheels/axle is misaligned in the frame, or the wheels untrue/spokes are loose. Maybe even worse the hubs cooked (which the only way to fix is replacing and re-lace a new hub to the rim with new spokes.) the first two are easy fixes and you can easily do it urself. The last worst case scenario is a lot complex but still do-able. In my opinion? I think its a combo of the wheels being untrue while also being misaligned in the frame.
it’s also not centered my front and back are bent i moved them over slightly abs it’s all good now
you gotta be smarter than the axle and the dropouts.
The wheel looks so skewed that your main issue is that your axle probably isn’t straight or may have slipped a bit. While you do have a bend in the rim, you could eliminate some or all of the rubbing of the frame just by re-aligning your axle. Obviously some truing could help the bend in the rim to make it more straight again.
