Yes. That’s called an inline barrel adjuster. From the perspective in the picture: Turn the knurled barrel barrel clockwise to decrease cable tension (moves pads away from the rim), turn it counter clockwise to increase cable tension (moves pads towards the rim).
Sometimes the cable housing ferrules (the end caps) can spin in the adjuster, meaning the entire adjuster spins instead of just the outer portion. when this happens the adjuster doesn’t work. Holding the upper piece of housing while spinning the adjuster usually works in those cases.

Yes but technically some are rated / sized for brake housings and some are sized for thinner shift housings.
