I can’t justify spending over $200 for two bags when the whole trailer is only $230 right now.
I saw an alternative in a blog post from a company called qeedo, but I can’t find them for sale anywhere. Plus, the post said they weren’t ideal (you can access the lower one while the upper one has items in it). I thought about just using regular reusable shopping bags, but I don’t know how they’d attach to the pegs on the trailer and I worry they’d fly out, and I don’t know how I’d attach a bag to the top section.

if you’re into the DIY thing, I saw Pedal-People using pipe-flange-hooks from the hardware store and bolting them with washers to bags and buckets to do the same thing as pannier rack stuff. I bet that works too in this case.
FWIW, Burley website has a 20% off promotion banner on accessories, don’t know if that applies to these bags.
