**Plan A:** Get a piece of wooden dowel that’s about the size of a seatpost, and screw that to the underside of your center plate using a wood screw through that hole at the rear. Now you can attach a seatpost-style taillight to the dowel.
**Plan B:** get a strong steel bicycle reflector bracket (your local bike shop will have some laying around) and bend it into an L, then bolt it to the underside of your rack’s center plate. Now you can bolt a Cygolite or Planet Bike taillight bracket to the reflector bracket and drop in a Cygolite Hotshot or Hypershot, or a Planet Bike Grateful Red.

Stop by your local shop for a scrap of bar tape. Wrap one of the bars and use a normal light

I have a similar rack. I’ve got a PDW adapter mounted to an angle bracket that is connected to the rack.
Is there a plate hanging down from the rear of the rack? Can’t see from the angle you took the photo.
If there is, then that’s your point to attach a bracket for a rear light.
