Looking for my first fixed. Is this worth $250

I am looking for my first fixed. Marketplace has been challenging. My budget is $400.

I found this blue 2008 Madison for $250. It's about the right sİze, I ride 54 to 56. also found the red Schwinn for $50 (needs tube), but the seller doesn't reply, and the measurement posted is 30" standover. I am not sure if it is a Madison.

Is the blue Madison a good purchase?
