  1. It’s a presta valve, so you need a pump with a presta attachment. You screw up the bead thing which ‘opens’ the valve so that when you push down on it, air can go in and out. To close it you screw it back down again.

  2. You’ve got the wrong inner tube and valve. Need schraeder / car type valve for that sized hole.

It looks like a presta valve in a schrader hole.

There are pumps that you can get that will pump up both types of valves.

The presta valve is the simplest valve, it just needs a rubber tube or washer that tightly fits over the threaded part of the valve to work..as long as you loosen the valve “lock” on top of it first…anything will work, you can even push some air into it with your mouth…but not at all enough pressure…that’s how simple they are !

The schrader needs a pump that pushes a pin in the middle of the valve to push air into it.

A presta hole is 6.8mm diameter and a schrader is 9.0mm.

You can get a schrader tube and hope the hole is 9mm..or just file it a bit to size…for the schrader valve.

You can place a small washer on the inside and outside of the rim and curve them to fit the rim and valve snugly…for the presta valve.

It’s best to have both wheels with the same valve type…for convenience…the same type of valves with the same rim hole sizes.

The wheel is either Dunlop or Schrader, the tire is presta.

If I were you, I’d replace the tube.
