Impossible to tell from the picture. Check for any significant scratches, noticeable cracks, or soft spots. Tap the frame (gently, with a fingernail or something not metal) and see if any area sound “dull” compared to others.
If it passes all those, I’d keep on riding it.
From the pic, it looks like the thief was putting stress on your bike lock, and your bike frame *probably* didn’t see much stress. Unless you see an obvious defect, I wouldn’t worry too much about it.
For peace of mind, I’d have it inspected by a Specialized dealer.
