For my first diy build i would like to concert this steel 1992 Giant bike into a 1×10 daily commuter. I was wondering if it is possible to mount a modern Deore 10 speed derailleur onto this frame. The distance between the two small holes is ± 10mm.

Yes, but.
1 – the two small holes are for racks and fenders.
2 – Why a Deore 10-sp? For a wide-range 1x system I assume. What shifters are you planning on using?
