  1. All I can tell you is that the plastic yellow piece and the numbers scratched in to the seat tube are some old school theft prevention.
    The idea was that the owner registered the number in their name (somewhere?) and when you saw a bike for sale you could check the number.
    I’ve seen this in different ways, a sticker with a postal code, or just a eggshell sticker. But they always had a number stamped or scratched in to the frame on some obvious place.

  2. I can help you out here. I live in the Netherlands and have been buying and selling vintage road bikes on and off for about 5 years now. I live in one of the bigger University cities, with mainly (international) students as my customers.

    For a bike in good condition (everything works like it should, nothing needs replacing) I get in between 135-175 euros. It might take some weeks to sell. If you want to sell faster, if it needs repairs or if you are outside the bigger cities, you’re probably gonna get a bit less.
