Ok what am I missing. Installing CL-900 rotors on a Chris King hub. But the center lock nut doesn’t fit over this black thing on the body. (Rear wheel.) Do I remove it to get the nut on?
Id go get the other style of lock ring that requires the splined wrench to install. nothing in the middle allowing it to go over the axle properly.

You need an external locking.

You need the other centerlock lock ring. They make one specifically for thru axles that uses a bottom bracket tool rather than a cassette tool to install.
