My C line rear rack has two screw holes at the end (see upper image). It came with a reflector which is useless. Is there an adapter such that I can turn it into a short tube or something, so I can mount after market lights that are usually designed for seat post? I really like my cygolite light.

I don’t think there is. Not a very logical product for a company to make so that would have to be a DIY job.
There is also the battery powered Spanninga Solo rear light, sold by Brompton & dealers that comes with brackets for the mounting points on the rack.
