    Could the lack of a fitting housing stop be the culprit of poor braking?

      Poor termination of brake housing will definitely *contribute*, but when I see that, I also want to question every other link in the chain.

      Absolutely yes, you need that ferrule, but also the housing is ancient, the cable is clearly distorted in the photo. 

      I would start by redoing the brakes entirely.

      Not sure what levers you have but most of that style have a fitting that goes into the brake lever then the cable passes through it and the housing, with or without Ferrell, fits into it.

      What type of levers?
