I was working on replacing the stem and realized I f'd something up during the install. The mechanism that suppose to hold up the top stem bolt just slides to the bottom of the tube and won't expand when I tighten.
Any help would be appreciated thanks.

That device has an inner and outer (hollow) bolt. The outer one opens up the piece to grip the walls of the steerer tube. Do this first. Then you can insert the preload bolt from the stem cap and it will tighten down.
