    Absolutely, yes. It should spin smoothly. That’s a MID bottom bracket, and relies on a spacer in between the inner races. When you crank the arms down, the bearings tighten on the spacer, NOT the bearing stops that keep the bearings from moving in or out. Often the spacers are too short, and when you tighten the crank arm(s) it will put pressure on the outer race as well and $#@& up your bearings.
