is it rusty? it appears so from this pic.It might need servicing which can be £50. I think it’s best to look at other options. If you not conversant with bikes then maybe consider upping budget and buying new.
Size looks a bit small, sorry
Right sort of bike for sure, but do check the sizing on this one.
