That’s not normal. Absolutely not part of the manufacturing process.. it should be a machine-cut hole (which it probably was before someone took a punch to it). I would return them. If someone handbuilt those and thought they were doing you a favor somehow by rounding that out, they’re an idiot. It looks like someone used a punch on them or something, which there is no reason for. They don’t look like particularly nice rims, so I’m super curious about the circumstances here. Like they were trying to make it so you didn’t need a rim strip or something????
They’re probably fine to ride, but I wouldn’t accept that quality.
I’m also very confused by the spoke spacing.. I want more info on this rim. Is this like 32hole with like 8 sets of pairs with a space between them? Why???? I don’t think this kind of stuff has made it to America.

I have never seen something like that, looks like someone used a punch to widen holes to install nipples. Idk if it’s normal for this manufacturer but i wouldn’t be comfortable riding on these wheels.

The holes on the inner wall appears to have been punched, rather than drilled.

Seems like a lot of people in this thread have never worked on very cheap bikes. This is actually normal for very cheap rims to be punched like this. It’s not good quality, but it is normal. See picture of two different cheap rims I just took
