I bought this 2008 surly cross check frame used off of someone a while ago and am finally getting to building it out, however just took a second look and realized the headset seems to be incomplete…I haven’t put a frame together myself before and wondering if anyone could tell me what’s missing from this headset? I know cane creek does replacement parts…or is it more worth it to just purchase a whole new headset?

Just get a new headset. There’s no crown on the fork, and your missing most of the top parts. Headsets can be relatively cheap enough at most LBS that paying for and waiting for parts to arrive directly from Cane Creek probably isn’t worth it.
