Are you sure it wasn’t there from shipping? If it is a crack, it looks like it came from a side impact and not from stress.
Hard to tell from the picture. It looks like paint. Push on it to see if it has any give. When I cracked my frame I could tell the difference when pushing on it
Take a screwdriver and tap on the frame near the crack. Then tap on the top tube. If there’s a different tone, mainly if the downtube sounds dull, it’s cracked. It should be a higher pitched noise, not a low, dull thud.
