Assuming it’s actually locked to something, obviously. The problem is that this is a smaller U lock so this is the only place I can feasibly lock the frame and the rear wheel together.

It’s only really securing the wheel, if the wheel is removed the rest of the bike can be rolled away. Probably secure enough for a quick stop into a store but I wouldn’t trust that for very long.
Depends a lot on where you live too, where I live people use cheap cable locks and stuff rarely gets stolen.
Yeah, that’s kosher. You can also just lock the rear wheel to something, as long as the lock is placed inside the rear triangle. It doesn’t sound like it should work at first, but you’d have to cut the wheel (or stays) to get the rest of the frame.
