Looks like it threads through about half the end cap now. I believe it’s 170mm in length. Is this okay to use or should it go through the entire end cap?

The question is, why do you need a chain tensioner? A good quality (Shimano) QR should hold the wheel fine

You need a bolt on wheel maybe? I find it odd that a frame with horizontal dropouts has a QR wheel. Additionally I would imagine there are two little threaded holes on the back of the dropouts to install alignment screws

It’s likely the black part really is just an end _cap_, made of plastic and having no threads capable of load bearing. It’s likely press-fitted onto a silver metal _nut_ that has the viable threads. If the skewer still engages all the nut’s threads, you should be fine.
