Feeling pretty stupid. Had to tie down my bike on a rack, used the first rag I had at hand and it was the one I used for cleaning the chain so it had chain grease and the park tool degreaser. Found these stains on the frame and on the protector (???). Tried rubbing alcohol and WD40 for a few minutes but it's not coming off.
Any ideas what else to try?

Try seed oil like canola or any cooking oil. When nothing works , it usually works for me.
Your mileage may absolutely vary, but I used nail polish remover to remove a bit of paint that had got on my frame. You could try that, but maybe ask your LBS first, you never know they might have a good method.
I used a very very small amount and dabbed it around and rubbed slightly. Followed by soap and water, rinse and repeat until it was removed.
