Hey trying to find this Tubus Duo to a Surly Straggler and Struggling to get it lever. Is currently tilted towards the back about 10-11 degrees. If I mount it to the other lower eyelets it is more level but angled 1-2 degrees forwards. Which is better? I am assuming it is better to have it angled slightly back rather than forwards? Any feedback is appreciated.

I’d angle it forward. Your pannier hooks that attach behind the fork blades will stop the bags sliding forward and off.
It’s probably fine either way, but it not being level would annoy me every time I saw it, so I would probably look for another rack with better fitment. Or use a pair of fork bags where leveling is not a concern.
I couldn’t get mine level either, I ended up angling towards the rear, it improved the stability.
It’s fine.
It’s perfectly fine like this. You could move the lower bolt to the rear eyelet. It’s just a matter of whether you want to keep fussing with it.
Angling it back puts the centre of gravity behind the rotation of the forks. (Excuse my poor engineering terminology). Anyway. It is much better that way.
I did 20,000 km with mine angled slightly back. No problems. Don’t angle it forward as others have suggested because the bottom hooks like to come off and you’ll drop your panniers.
Is there another eyelet behind the QR?
