Looks nice. Big thing is to make sure the bike frame is the proper size to fit you. Last thing you want is something too small or big, could lead to overcompensating and injuries. Can you go test it out to get a measurement? If so, why not! I think you can haggle them down for the price though just my personal opinion

Also, bicycle blue book has the price range in the $700-$750
Check the size, you will also need bike shoes for the pedals. It is good for road riding, but you won’t get a rack to carry stuff on it or be able to go on gravel without popping tires.

Gearing is also important on a touring bike. You should be able to ride your weight plus about half your weight and the bikes weight up a decent hill without having to resort to walking until the gradient gets steeper than ~7-8%. The gearing on this bike is not conducive to that.
Added to that, touring wheels need to be robust and usually have 32-36 spokes.
A loaded tourer can be better stopped by disk brakes than rim brakes.
