United Nations Secretary-General António Guterres issued one of his most forceful rebukes yet of Israel’s conduct in the occupied Palestinian territories, warning that the “wholesale destruction of Gaza” and the “creeping annexation of the West Bank” must come to an end.
“The level of destruction in Gaza is unprecedented. It is time to stop,” Guterres told world leaders at a special UN summit focused on resolving the Israeli-Palestinian conflict.
“The occupation must end. The suffering must end. The cycle of death and displacement must end.”
Speaking at the ministerial conference co-hosted by France and Saudi Arabia, Guterres said the situation on the ground risks erasing the viability of a two-state solution, pointing to surging settler violence, mass demolitions, and Israeli legal changes effectively annexing large swaths of the West Bank.
The remarks come amid a growing international campaign, led by France, to formally recognize a Palestinian state by September 2025. While over 40 nations joined the UN summit, both the U.S. and Israel boycotted, calling it “counterproductive.”
Guterres also renewed calls for an immediate ceasefire in Gaza, unimpeded humanitarian access, and the release of all hostages.
“What we are witnessing is a moral failure of historic proportions. Gaza is not rubble. Gaza is people,” he said.
