New levers deffo
your cables and cable housing need to be replaced and your brake calipers need to be serviced. bring it to a shop.

that’s like a 2cm gap on each side between brakempad and rim bro… You can still use the leavers but for christ’s sake adjust these calipers!
for easy installing: get a wood clamp and clamp the arms tight at the rim. make sure to screw in all adjustment screws before fixing the cable.
