That wheel is about to fall off if you keep riding it around with the quick release wide open. Wiggling about and touching the brake pads is the least of your concerns.
Now we know why lawyer tabs were invented.

It’s hard to tell from that video – but the most important thing is that your wheel isn’t properly secured – the quick release is open.
Put it in properly (you adjust the nut on the other side so that it take a little effort to close the lever over – but it shouldn’t be super tight) and see what that does. If the wheel isn’t in the dropout properly that will push it to one side.
If that doesn’t do it there are other options – probably the tire next.

When you do close the lever on your quick release, please make sure it’s oriented so that it’s got maximum aerodynamic positioning; having it hanging out there in the wind is robbing you of several watts.

The odds are good that you’re in the hospital and not able to read this, after you recuperate remember to tighten the quick release skewers.

Like previously said fix the quick release so your wheel doesn’t fall off.
If you installed the tire yourself and had a hard time getting the tube in. Check to make sure the tire is not popping off the rim. This can happen when the tube gets under the bead of the tire and pushes it off. This will cause the tire to rub the pads, destroying the tire. It will also cause a nice explosion which could cause you to crash.
While not riding visually check it the tire or rim itself is wobbling this will also help diagnosis.

Looking at the video more it’s also possible the hub bearings themselves are loose.
