You can See how the cable Bends through the hole. An easy fix would be a piece of housing but since i have no cable tension adjustment Barrels seit (old road levers and old Center pull brake), i thought maybe there is a Part that sits snug in the hole while allowing cable tension adjusment.

In my opinion, you should put a barrel adjuster where the cable housing stops at the cross member closer to the head tube. For the cable rub, you can use a length of teflon cable liner.
Maybe some housing could run direct to the 2nd hole with a barrel adjuster and skip the top hole altogether? This would also centralise the cable in that hole so no rub.
I wonder if you can route the cable on the other side of the connecting piece
