I’ve been eyeing the Road Runner Jumbo Jammer for its spacious top-loading, waterproof roll-top design. But $240 is steep for a bag.
That said, my priorities are:
– 15–20 L capacity
– Waterproof
– Top loading
– Good build quality for touring
Has anyone found a budget‑friendly alternative that hits those points? Looking for something in the $100-200 range. I live in the US

I can vouch for the ILE porteur rackbag that has been my commuting companion for the last 7 years. Not sure if that is big enough for you. IIRC Surly make a rack bag too, Chrome Bags may also have an option.
You may need to look at overseas options. I have a small rack bag from Lesenok Bags in Ukraine that I rate rather highly. They also do larger sizes however shipping to the US may or may not keep that in your price range. They are not waterproof but I have found inexpensive backpack covers that keep them dry in the rain.
