i got 2 flats back to back on the same spot on the tube. I checked the rim tape and spokes but they seem fine. Can't figure out what is causing this. Does anyone know what else could be causing this?
That rim tape is trash, time to replace it. What I did was use hockey shinguard tape and tape it around the rim tightly and then applied a new rim tape. It’s worked well so far.

Do you use tire insert or tire liner? They can in some cases cause punctures.
To me your rimtape seems fine.
Have you checked the tire? Maybe there is still something in your tire that keeps puncturing your tube.

Are you using talc when you replace the tube?
It helps keep the tube from sticking and pulling.

The tube is trying to inflate through the spoke hole,replace the rim tape with thicker material
OP, what PSI are you inflating to ?
