If you don’t want to stretch out your socks, you can buy reflective velcro straps at your LBS. Also, your chain might have an excessive amount of lubricant on it and needs to be wiped off.

There used to be something, that were metal bands that would hold pants tightly to the legs, and not let them brush against the chain.
