I read between the lines here and hear " stage 1 of desensitizing the population to large scale military-style domestic operations" ,.. start with the premise that they do not have your best interests at heart and work out from there.
Last week that
'Plymouth' wasn't evacuated. A 300m cordon was placed around the discovery site affecting around 10,000 people. It was only these people who had to move out of their homes to local support centres.
